Local fix

• Set INFLIGHT(N) and set WPSIZE(30000) in CQMPARMS and recycle
  CQM.

  1. Recovery loop near x'40C' in module CQMMINDX under very
  heavy workload. Additional symptom was CQM1213W message for
  SPACE - THREAD.
  2. Query Monitor tried to access the DB2 control block that
  has been already freed.
  

Problem conclusion

• 1. Logic was changed for better memory allocation to avoid loop
  in recovery.
  2. The logic was corrected to keep actual address of that
  control block.
