Problem conclusion
bin/setupadm was modified to lookup users using a higher level facility and not to rely on reading /etc/passwd directly. This fix will only take effect for a fresh install of IHS 9.0 using the 9.0.5.6 fixpack level or higher. The fix for this APAR is targeted for inclusion in IBM HTTP Server fix packs 8.5.5.19 and 9.0.5.6.
