Error description

• A problem occurs when a queue manager attempts to respond to an
  EeplDiscConFail event for a failed peer's connection to an
  application structure at a time when connectivity to the admin
  structure has been lost. The queue manager is unable to
  complete PLR phase 1 due to the unavailable
  admin structure connection, and responds to the event
  accordingly. However, when processing a usync
  set by another queue manager that was also performing PLR for
  the connection, an attempt is made to
  respond to the same event a second time. This fails with
  IxlRsnCodeInvalidEvent, leading to the observed abend.

  suffers a connection failure to the application structure, at a
  time when the queue manager's own connectivity to the admin
  structure has been lost. The queue manager is unable to complete
  PLR phase 1 due to the unavailable admin structure connection
  and responds to the event accordingly.
  However, when processing a USYNC set by another queue manager
  that was also performing PLR for the connection, an attempt is
  made to respond to the same event a second time. This fails with
  IxlRsnCodeInvalidEvent, leading to the observed ABEND5C6
  00C51045.

Problem conclusion

• The Shared Queue Structure Event Processor CSQESTE has been
  updated for the reported problem so that it does not attempt to
  respond to the same EeplDiscConFail event a second time.
