Error description

• Using DC and DS running on WAS 9 standalone sever using the
  profile template.
  When running a test suite, they are getting
  the NPE.

Local fix

• in WAS admin console change the RES_URL property value defined
  in SSP and DecisionRunner web applications to reflect the
  actual RES url.
