Error description

• When performing a takeup into the repository from stage 1,
  customers want to be able to automatically identify what has
  changed and build a change package containing only the
  differences.

  This APAR is addressing the following issues:
  1.When performing a takeup into the repository from stage 1,
  customers want to be able to automatically identify what has
  changed and build a change package containing only the
  difference.
  2.Fix an issue where inserting long notes for a resource could
  cause the dialog to ABEND.

• The following changes have been made for the above issues:
  1. A new compare utility has been created to allow customers to
  build change package from a difference. The customer performs
  a take up into a temporary resource group and then uses
  compare to build a change package with the differences.
  2. Notes up to 32K are now fully supported
