Error description

• When Index Builder builds index while taking physical image copy
  under DRF, the timestamp of NOTIFY.REORG is later than the
  timestamp of NOTIFY.IC.  This is a data-integrity issue.

  *                      record. The RUN time of the REORG       *
  *                      record should be earlier.               *

  *                      2. ABENDS378-14 during the DBRC signoff *
  *                      process. The reason is considered as    *
  *                      invoking DBRC API in another task       *

  For the problem 1, the RUNTIME option of the DBRC NOTIFY.REORG
  command is specified when Index Builder is started in a DRF job.
  
  For the problem 2, invocation of DBRC API is moved.
