Error description
Under a very heavy load, users may see connections being reset when attempting to connect to the IBM HTTP Server. The issue is caused when a client is connected on a keep alive connection and the process that was previously handling the connection is doing a graceful exit or restart.
Local fix
Set: MaxClients=MaxSpareThreads MaxRequestsPerChild=0

Problem conclusion
