Error description

• A means is needed to allow an already created webserver on
  z/OS instance to be pointed at an alternate read-only
  filesystem.

Problem conclusion

• Added the bin/new_install_root script to be called when the
  read-only ihs install has changed, or when pointing to an
  alternate read-only install root.
  
  This fix is targeted for IBM HTTP Server fix packs:
  - 8.5.5.13
