When trying to copy a Cognos job this error is issued: CM-REQ-4127 An error occurred during a copy operation

Problem

In Cognos Analytics 11 the Cognos report administrators cannot copy jobs. When they try to copy a job they receive the following error:  CM-REQ-4127 An error occurred during a copy operation. CAF-WRN-2082 An error has occurred. 
The Cognos report administrator role has full permissions to the Team Content folder and to the folder that the job resides in.   When they go to My Preferences and select the Personal tab, drop down Advanced and select My Capabilities > View Details, they do see "Job" listed.  How do we resolve this error?

Diagnosing The Problem

Review the cogaudit.log file.  Prior to the CM-REQ-4127 error in the log, there is this warning that occurs multiple times:
Warning     CM-SYS-5092 Content Manager failed while returning the query results.  The EXECUTE permission was denied on the object 'CMPARSEIDS', database 'prod_cognos11_cm', schema 'dbo'.
There is an additional error shown in the cogaudit.log file along with error CM-REQ-4127 as follows:
Original Error: CM-REQ-4127 An error occurred during a copy operation.  CM-SYS-5006 Content Manager is unable to process your request because an unexpected event occurred in the content store database subsystem.  The EXECUTE permission was denied on the object 'CMPARSECOPYIDS', database 'prod_cognos11_cm', schema 'dbo'.

Resolving The Problem

The solution is to modify the SQL permissions (for the SQL login user for the Content Store DB) so that it has full permissions (for example 'db_owner') to the Content Store database.
