X-Global-Transaction-ID is not being generated for some API calls in APIGWY

Problem summary
For DataPower API Gateway user who uses the "X-Global-Transaction-ID" for transaction traceability, the "Global-Transaction-ID" is not always generated, especially for the failed transactions, for example, the result code of 400, 401 and 404.
