Error description
Agentless server creation fills in the T_RES_ELEMENT_PROBER status use usless HBA entries and it never deletes them afterwards. The DB2 table: T_RES_ELEMENT_PROBE_STATUS show a very high nimber of rows e.g. 102783852 rows. The high numbers of rows slow down the probes because of query/update/insert into that table. As a result, the Fabric Manager Service cannot start in 10 minutes and the probe are failing on data server side with this error message.
