PQ88896: Slow I/O times when sequentially reading DFSMS compressed archive logs

Error description

• Slow I/O times can be experienced when sequentially reading
  DFSMS compressed archive logs. This has been corrected by coding
  the product to automatically detect sequential read processing
  and bypass file positioning, thereby avoiding unnecessary
  overhead.
