PQ80955: ATTEMPT TO READ DSNZPARM INFO FAILS WHEN DSNZPARM LOCATED IN A PDS/E

Error description

• When a PDS/E (opposed to a PDS) is used to house DSNZPARM
  information, a failure occurs in ALC when an attempt is made
  to read that data.  This fix will allow ALC to successfully
  read DSNZPARM information regardless of whether it's stored
  in a PDS or a PDS/E file
