Local fix
Display scopes by default in "Default Table Entry" Workaround: When they use Default HTML form, they can add the scopes under the default table entry field. This is the location in the Assembly they can add their scopes.

Problem conclusion
Fix has been delivered to v2018 FP12 and V10.
