Error description
Clean up logic for a single policy is deleting the policy folder for a catalog if the apic-gw-service didn't have any custom policies in the DB for that catalog.

Problem summary
If a catalog has more than one user defined policies, DDR removes directories from all of those policies, but only removes of first policy.
Problem conclusion
