APAR status

• Closed as program error.

Error description

• When a Decision Center project security is set to custom
  (defined in Enterprise Console),  a user's permission is YES to
  UPDATE all other properties except 'approvers' property.
  
  When this user tried to update the status from "work in
  progress" to "proceed to approval", browser will show a warning
  box:  "You do not have permission to update the element 'CA1' of
  type 'change activity'"
  

Local fix

• Set the permission for the user's group for UPDATE Change
  Activity property 'approvers' to YES
