  * PROBLEM DESCRIPTION: When registering a change, formatting   *
  *                      is lost in the process of eliminating   *
  *                      additional blanks before writing the    *
  *                      change statements into the change       *
  *                      management tables. This makes it        *
  *                      difficult to view or edit change        *
  *                      statements.  The purpose of this fix    *
  *                      is to retain the formatting as          *
  *                      provided in the input to Register.      *
