  * PROBLEM DESCRIPTION: Allow users to PARSE XML documents      *
  *                      that contain Undefined Namespace        *
  *                      Prefixes with V5 COBOL.                 *

  *                      The XML PARSE function, when used with  *
  *                      z/OS 2.1 has been modified. The use of  *
  *                      an undeclared prefix (or, for XML       *
  *                      version 1.1, a prefix bound to the      *
  *                      empty string) for an element tag name   *
  *                      or an attribute name no longer causes   *
  *                      a fatal exception. New exception codes  *
  *                      (reason codes 800 and 801) for these    *
  *                      conditions optionally allow the program *
  *                      to continue parsing.                    *

  The following changes have been made to the way the XML PARSE
  exceptions are Handled:
  
  1.For the use of an undeclared prefix (reason codes 800 and
  801), the processing procedure does not set XML-CODE to zero
  before returning to the parser. A warning exception is issued.
  2. The XML-CODEs 798722 (hex 000C3002) or 798723 (hex 000C3003)
  will no longer occur.
  3.Other EXCEPTION events are fatal and do not permit parsing
  to continue. Parsing cannot continue after a fatal exception
  even if you set XML-CODE to zero in the processing procedure.
