Problem

If requests are being sent at a faster rate than can be serviced, this may be down to insufficient machine resources i.e. memory, CPU and disk space. If upgrading hardware resources is not an option, there are some other options that could be considered.

Diagnosing The Problem

1. Add more service instances
2. In a distributed environment, monitor and tune process capability for optimal request dispatching
3. Design queries and reports for better performance (see links below)
4. Provide more resources for the local service on the user client machine and allow more processing to be done on it to offload processing from the central Cognos servers
5. Consider an alternative load balancing algorithm
