Steps:
1. Stop IBM Cognos services
2. Open the system.xml file in any editor.
3. Add the following under the <system> tag:
<param name="ui_hide">
<CC_RUN_OPTIONS_email_attachment/>
</param>
4. Save the file
5. Start Cognos services.
