Question

When a report fails, it is not possible to rerun the report from the Manage > Activities tab

Answer

This is design intent. The Manage > Activities tab is primarily used for viewing activities as well as scheduling activities. It's purpose, as described by the documentation, is to view scheduled activities and subscriptions.
