An example that would cause the problem is as follows: index.jsp (in webModule.war): <%@ page contentType="text/html; charset=UTF-8" session="false" %> <%@include file="/WEB-INF/pageB.jsp" %> <%-- /WEB-INF/pageB.jsp is in webModule.war/WEB- INF/lib/webFragment.jar!/META-INF/resources --%> pageB.jsp: <%@ page contentType="text/html; charset=UTF-8" session="false" %> <%@include file="/WEB-INF/images/image.jpg" %> <%-- /WEB-INF/images/image.jpg is in webModule.war/WEB- INF/lib/webFragment.jar!/META-INF/resources --%> This will generate a "JSPG0040E: /opt/IBM/WebSphere/AppServer/profiles/appServer/installedApps/de fault/application.ear/webModule.war/WEB- INF/lib/webFragment.jar has already been statically included" error because pageB.jsp and image.jpg are in the same web fragment and were statically included from index.jsp.
Problem conclusion
The JSP engine was modified to differentiate between files in the same web fragment and to not throw the JSPG0040E exception if the files are different. The fix for this APAR is currently targeted for inclusion in fix packs 8.0.0.13, 8.5.5.11, and 9.0.0.1.
