• ORF ACBLIB member copy can get ABENDSB37 when ACB library has

Problem conclusion

• The ACBLIB member copy can fail with B37 system abend when all
  of the following conditions are met:
   - DBD change is requested
   - ONLINECHANGE(Y) is specified
   - ACBLIB data set has more than 1600 directory blocks
  This APAR modifies the program so that it dynamically allocates
  spill data sets (SYSUT3 and SYSUT4) before invoking the IEBCOPY
  utility to copy ACBLIB members.
