Error description

• When a template library is provided to DB2 HPU is empty or does
  not contain the TEMPLATE keyword, the message INZU283E ERROR IN
  TEMPLATE LIBRARY ddname" is issued but no detail concerning the
  reason of the error is given. Although the reason for the error
  is rather easy to be determined, DB2 HPU should give some
  additional information so that the user quickly sees what is
  wrong with the template library.
