Problem conclusion

• When the DBRC Term call issued by ORF job does not return within
  30 seconds because the RECON data sets are reserved by other
  programs, the ORF job gets S102 ABEND and fails to turn off the
  REORG INTENT flags in the RECON data sets.
  This APAR eliminates the timeout of 30 seconds and lets ORF wait
  until the DBRC Term call returns.
