Problem
You are unable to Publish your Cognos Insight Workspace to IBM Cognos Analytics
Symptom
Error Message: " The user you are logged in as doesn't have permissions to publish on the specified host. Please contact your Administrator."
Cause
IBM Cognos Analytics 11.x does not include Cognos Insight, and does not support the publish functionality included in IBM Cognos Insight.

Planning Analytics Local 2.0.x and Cognos Analytics 11
Diagnosing The Problem
If you know that the Cognos BI server environment is 10.2.2, and you are receiving this error, check the permissions of the user as indicated in the message. If the Cognos server environment is Cognos Analytics 11 or higher, then the publish process will fail.
Resolving The Problem
There are a number of approaches to resolve this, but each requires some new effort or rework.
Cognos Analytics now includes a number of features that allow you to quickly and easily build attractive dashboards and analysis of your personal data, and all of this can be done without having to install or update a rich client application.
If your use case requires writing data back to a central repository, you can publish it to IBM Cognos TM1, and continue to use Cognos Insight as client. For users who only need read access, as of Cognos Analytics 11.0.6, there is OLAP support in dashboards that will allow you to quickly and easily build an interactive comparable dashboard.
Alternatively, as a temporary measure, if a Cognos BI 10.2.2 environment exists, you can publish your content there, and then export and import that content to your Cognos Analytics environment.
