Error description
The OLDEST_VERSION changed to -1 in SYSIBM.SYSCOPY after the FULL imagecopy taken against a tablespace with multi-table defined. This happened in the imagecopy taken right after the REORG.

When image copies are taken by the COPY TABLESPACE utility, it is summarized by inserting a SYSIBM.SYSCOPY entry in the catalog table. These entries contain the lowest version of any data row detected within the image copy. This information is obtained from the header page of the copied table space. There are only a fixed number of table version entries that can be held on the header page. If there are a lot of tables in the table space with versioned data (i.e. system pages), then they all cannot be summarized on a single header page, so the information overflows into other pages. In this case, a value of -1 is set for the OLDEST_VERSION column of the SYSIBM.SYSCOPY row indicated "I do not know" the lowest version. A -1 value keeps the MODIFY utility from updating the OLDEST_VERSION in SYSIBM.SYSTABLESPACE, and this constrains the number of version changing ALTERs that can be done before being blocked.
Problem conclusion
Instead of just looking at the header page, the code has been changed to search all existing system pages in all tables to determine the lowest version within the table space.
