  * PROBLEM DESCRIPTION: HALDB Toolkit job such as MAINTAIN job  *
  *                      can terminate with ABENDS806-04 for     *
  *                      IHCWREL2.                               *

  HALDB Toolkit tried to rename the reload utility program to
  IHCWREL2 and load it by the following instructions:
   - Issued BLDL for the reload utility program
   - Changed BLDLNAME to IHCWREL2 for the alias
   - Issued LOAD with DE=BLDLNAME
  However, since the RACF Program Access to Data Set (PADS) was
  active for the load module library contained the reload program
  and non-APF authorized program, IHCWREL0, issued LOAD with DE=
  macro, the contents supervision ignored the supplied DE
  information and reissued the BLDL macro for IHCWREL2 which does
  not exist in the load module libraries.
  Therefore, the ABENDS806-04 with the following message
  occurred:
   - CSV003I REQUESTED MODULE IHCWREL2 NOT FOUND
  

Problem conclusion

• IHCWREL0 has been changed to issue LOAD with DE= macro under
  APF authorized state.
