Error description

• DB2 Admin Tool PANELID ADB21 line command F - Functions with
  "And/or other selection criteria" and Operator IN as:
     Operator ===> IN
  returns SQLCODE199
  

Local fix

• Add "AND" after inlist clause.

Problem conclusion

• Problem has been fixed to support using the 'IN (NOT IN)'
