I think that universal fixpack can be installed to a new path on Windows, but it cannot on Linux/UNIX. However, I find that the recent Universal fixpacks for 10.1 and 10.5 include db2setup and can be installed to a new path. Has the specification of the Universal fixpack been changed?

Yes, from 10.1FP3/10.5FP3 the universal fixpack for Linux/UNIX contains db2setup and can be installed to a new path. For Windows operating systems, you can use the universal image to install DB2 to a new location from 9.7.
