Problem

Attempting to start Cognos 11.0.3 with an Oracle DB Content Store after upgrading from 11.0.2 The error message was stuck at DPR-DPR-1035 Dispatcher detected an error. null [Start Service] [ ERROR ] CFG-ERR-0103 Unable to start IBM Cognos service. Execution of the external process returns an error code value of '-1'.

Symptom


DPR-DPR-1035 Dispatcher detected an error.

Cause

The issue was because there were several different versions of Oracle drivers in the \cognos\analytics1103\drivers and that was causing conflicts as Cognos would load them all, and there should only be one version of the driver in there.

Environment

Oracle 12C Content Store DB
Cognos 11.0.3

Diagnosing The Problem

Attempting to start Cognos fails at the very beginning.

Resolving The Problem

Services started successfully after having only the one driver this folder. Removed all other versions.
