Question

Does adding item to skipLockInventoryListItem property ensure that there is no locking ( initial locking which HotSKu required) on that item the first time?

Answer

Above is not completely true. When item is not added to skipLockInventoryListItem property then each thread of JVM will simultaneously try to acquire a lock for that that item to register the availability with hotsku.
With item added to this property none of the threads will wait for lock and availability information of that item. When one of the thread gets the lock, it will register availability with hotsku (availability map is created). Once the availability map is created hotsku logic will work as expected and this property will not make any difference.
