Error description
If an existing table is modified from column type INT or SMALLINT to SERIAL no validation is done for the existing values. The definition of SERIAL is INT+1 and the smallest values is 1. The value 0 does not exist in type SERIAL, but it can exist in INT and SMALLINT.

Problem conclusion
The database server does not validate the values when you convert a column from an INT or SMALLINT data type to a SERIAL, SERIAL8, or BIGSERIAL column. For example, although 0 is a valid value for an INT or SMALLINT column, it is not a valid value for a serial data type column.
