    PROBLEM DESCRIPTION:
The AMQ9637 error message was unclear about whether the missing
    certificate was local or remote.

Problem conclusion

  • The AMQ9637 and AMQ9645 error messages have been improved.

AMQ9637 is now only written out when the missing certificate is
on the remote side of the link.

There were some places in the code where AMQ9637 was being
written out, even though the missing certificate was on the
local side of the link. In this situation, AMQ9645 is the more
appropriate error message, so the MQ code is changed to write
    this out instead.
