L3 is going to make changes in the code/fix.
Problem summary
When the queue manager comes across a CLQ defined with a non existent CLUSNL, while processing a refresh cluster command then it ignores that CLQ, however it doesn't reset the return code correctly and if no other CLQ's are processed during the handling of the command then the wrong return code is generated, eventually leading to the repository manager failing.
Problem conclusion
Reset the return code when ignoring the 'invalid' CLQ.
