Error description
Installing WebSphere MQ Explorer on Windows from SupportPac MS0T fails with the error "Could not create the Java Virtual Machine" Examination of the installer console log shows that the following error message was received: JVMJ9VM015W Initialization error for library jclse7b_27(2): JVMJ9VM009E J9VMDllMain failed. Error: Could not create the Java Virtual Machine. Error: A fatal exception has occurred. Program will exit.
Local fix
The problem can be worked around by running the installation from the command line and explicitly specifying that the InstallAnywhere install program must use the JRE that is bundled in the install package. To do this: 1. Extract the files from the MS0T zip package and launch the installation of IBM MQ Explorer by double clicking on the Setup.exe file from File Explorer. The install will fail but the installer files will be left in a temporary directory, for example: C:\Users\uuuuuuuu\AppData\Local\Temp\Innnnnnnnnn\Windows (where uuuuuuuu is your Windows user name and nnnnnnnnnn is a randomly assigned number). 2. Start the Windows command prompt and switch to the temporary directory Identified in the previous step. cd C:\Users\uuuuuuuu\AppData\Local\Temp\Innnnnnnnnn\Windows 3. Run the following command from the command line: setup LAX_VM "C:\Users\uuuuuuuu\AppData\Local\Temp\Innnnnnnnnn\Windows\resour ce\jre\jre\bin\Java.exe" 4. The MS0T installer will run normally. Follow the graphical prompts to complete the installation.
Problem summary

Platforms affected: Windows **************************************************************** PROBLEM DESCRIPTION: When installing the stand-alone MQ Explorer from SupportPac MS0T on Windows platforms, Setup.exe unpacks the installation files to a temporary directory, but then fails with the error message: "Error: Could not create the Java Virtual Machine. Error: A fatal exception has occurred. Program will exit."
Problem conclusion
This issue was caused when the InstallAnywhere installer failed to invoke the Java Runtime Environment which was embedded in the installation bundle.
