Error description
When customers send transactions to DataPower configured with Service Level Monitoring and the request payload meets the threshold defined by the Service Level Monitor (SLM) peering mechanism the threshhold may not be enforced. The expected behavior is the transaction should be throttled due to SLM peering mechanism.

Problem summary
Affected are Datapower configurations with Service Level Monitor (SLM) peering and SLM policy statements that use Message Payload threshold types. Such SLM policy may not be properly enforced in the peer group.
Problem conclusion
