Problem
The SOA inbound BP in SI is halting on the "Sterling Control Center Service" step
Symptom
When enabling BP Monitoring (Monitor Business Processes in SCC UI) - the SOA
inbound BP in SI is halting on the "Sterling Control Center Service" step. The
process is then waiting in that step 30-60 minutes before Sterling Control
Center throws a timeout.

Resolving The Problem
In the UI Operations>System>Perfomance>Tuning>Edit
Increase JVM short-lived memory (max) and run setupfiles.sh/cmd from si/bin
