Cause

Resolving The Problem

There is a parameter that is set in init.ora for each instance to specify the value for Max Open Cursors.

Check <ORACLE_SID>init.ora in $ORACLE_HOME/dbs DIR.

Parameter Name: open_cursors=XXX
"Indicates the maximum number of open cursors (context areas) a single-user process can have at once."

This value should be set to at least 2000 (and perhaps higher), depending on transaction volume expected.

These settings should be ideally checked and maintained by DBAs.

The Oracle Instance needs to be restarted for the settings to be effective.
