IY38596: AM4.1 PDWASCFG -ACTION CONFIG FAILED WITH "UNABLE TO CREATE FILE" ERROR WHEN THE INSTALL PATH IS NOT DEFAULT

Error description

  WIN 2000 Professional
  .
  Install Access Manager for WebSphere on Windows, specify the
  location: c:\pdwas (the default is c:\Program
  Files\Tivoli\pdwas), the installation was completed
  successfully.
  run pdwascfg -action config, the following error is displayed:
  Unable to create file: c:\Program
  Files\Tivoli\pdwas;c:\pdwas\etc\PDWAS.properties
  .
  The workaround is to copy all files from c:\pdwas to
  c:\Program Files\Tivoli\pdwas
  then run pdwascfg -config command
  .
  Use Add/Remove to remove AMWAS, return successful message,
  however, all files in c:\pdwas still exist.

Problem conclusion

•  This is caused by the PDWAS_HOME system vari
  able not being removed during install.  When PDWAS is installed
  again, then the installed directory for PDWAS appends to the pre
  vious one.  This only happens when the installed directory is in
   "Program Files".  This will not be corrected in this release bu
  t may be corrected in future release.  The workaround is to make
   sure that PDWAS_HOME is set to the correct install path.  Thjis
  APAR is being closed as a permanent restriction because of the a
  vailable workaround and the PMR has already been closed.
