Error description
Procedures/Steps to reproduce problem: Start Server which has LDAP setup on it. Logon as a registered user. Logoff. Enable WC_USER traces Logon as a registered user. Observed Results: WC_SERVER traces are produced, but there are missing traces for the LDAPUserSyncCmdImpl Expected Results: All traces for LDAPUserSyncCmdImpl should appear in the trace log file.

Problem conclusion
Cause - Potential problem cause: LDAPUserSyncCmdImpl has a static variable isTraceEnabled. Using this variable will prevent the traces from being enabled/disabled dynamically, as the variable is only setup when the class is initialized.
