Extend support for configuration parameter ATPInventoryPerformance lockitemSpecEnabled to other databases. Currently is only supported with Oracle database.

USERS AFFECTED: Any customer who wants to use the option to prevent overselling with databases other than oracle. Problem conclusion
The below configuration is available in WC instance configuration XML file under <InstanceProperties> node: <ATPInventoryPerformanceParameters lockItemSpecEnabled="true"/> This configuration avoids concurrent inventory allocation on the same item.
