Error description
The DB2 licence files do not get applied correctly during the install despite being within the licence directory in the DB2 software installable. In Install log we find: 1: Registering DB2 licenses:.......Success However it then has 1: ERROR:SQL8000N DB2START processing failed; a valid product license was not found 1: ERROR:An error occurred while trying to start the "DB2" instance. The return code is "15" and the SQL Message is: "PROCESS_ERROR" The license files are therefore not installed correctly. This happens on windows environment
Local fix
User can manually add license successfully using db2licm and then start DB2 successfully
