Error description
When adding the -qlistfmt=xml=all option to the compile line, the compiler produces an internal compiler error in xlCentry.

USERS AFFECTED: Users using the -qlistfmt=xml=all option can be affected by this issue. PROBLEM DESCRIPTION: The compiler produces an internal compiler error when users specify -qfmt with ipa and xplink at optimization.
Problem conclusion
The fix is to detect an improper transformation report in an earlier stage so that the compiler can handle it correctly instead of producing an internal compiler error and terminating.
