Error description
If a user has a nonexistent server (with no clustermates) specified in the client notes.ini variable "IDVaultLastServer," and he never does a switch ID, he may never connect with the vault server. How that value got into the client notes.ini may be a configuration issue (for example, Admin had configured the ID vault on that server and then suddenly removed that server.) To reproduce, I set the value of IDVaultLastServer in notes.ini to a nonexistent server, and started the client and just observed.
Local fix
3 options: 1. Do a switch-ID to the same ID. 2. Remove the IDVaultLastServer notes.ini variable from the notes.ini file. 3. Use a desktop policy to set the correct value of the IDVaultLastServer notes.ini variable.
