Error description

• ABEND0C7-FF in routine CKRSCOPE.FLACSCP when RACF database read
  is suppressed and scoping is specified.
  
  This can affect Visual client users, for example:
  Choosing Navigate -> System Audit -> RACF SETROPTS Settings
  results in "BB200004: The requested CKRCARLA program has
  abended".

  When reports that do not require RACF profile data (like SYSTEM)
  and RACF database read is suppressed (SUPPRESS RACF statement)
  are being processed and scoping is applied (by, for example, a
  'SUPPRESS MYACCESS...' statement or SCOPE=... argument for the
  NEWLIST statement), the zSecure main program (CKRCARLA) might
  terminate unexpectedly with ABEND0C7.
  

Problem conclusion

• zSecure main program has been modified so that it does not
  ABEND0C7 while processing reports that do not require RACF
  profile data, RACF database read is suppressed, and scoping is
  applied.
