Local fix
Connect to the remote server before opening the Window > Preferences > Menu Manager > Actions and Menus dialog if you point to a remote xml file.
Problem summary
IDz client - Attempts to open Actions and Menus from Windows > Preferences > Menu Manager fails. This happens when the Menu Manager actions are stored in a file on a remote system and the user has not connected to that system prior to opening this dialog.
Problem conclusion
IDz has been changed to better handle the case when the connection is not active when trying to access the files
Temporary fix
