PH15781: The COBOL default compiler option customization macro fails to remove apostrophes from COPYRIGHT and SERVICE compiler options

APAR status

• Closed as new function.

Error description

• The earlier APAR PI47994 suggests there are to be no quotes or
  apostrophes around the COPYRIGHT or SERVICE strings, and hyphens
  or underscores be used instead of spaces to meet assembler
  coding requirements.
  
  The documentation updates to reflect this were not made.
  

Local fix

• Follow the recommendations of PI47994.

  The string values for the COPYRIGHT or SERVICE compiler options
  are handled differently, depending on whether they were
  specified in the IGYCDOPT installation defaults module, or at
  compiler invocation time. When part of the installation
  defaults, the opening and closing apostrophe becomes part of
  the string value. On compiler invocation, the opening and
  closing apostrophes are stripped off the string.
  

Problem conclusion

• The compiler has been changed so it consistently strips off the
  opening and closing apostrophe on the string value given for
  the COPYRIGHT or SERVICE options, regardless of where they were
  specified.
