PH13992: TEAM SELECTOR DOES NOT DISPLAY TEAM DROPDOWN WHEN CREATING COMPONENT OR APPLICATION FROM TEMPLATE

APAR status

• Closed as program error.

Error description

• When a user has only "Create Component from Template" permission
  and lacks "Create Component" permission on across all their
  teams and roles, then when they expand the Team Selector an
  exception will be thrown noting
  
  "user lacks permission: Create Component"
  
  And the team selector will render but there will be no dropdown
  to choose teams.
  

Local fix

• upgrade to UCD 7.0.3.0ifix01 or grant user "Create" permission
  if they have "create from template" permission
