  When a PERFORMed section or paragraph contains a GOBACK or
  STOP RUN and the code following the PERFORM statement cannot be
  reached in any other way than returning from the section or
  paragraph, the optimizer was removing the code that would
  execute upon returning from the statement or paragraph,
  including a compiler-generated label. This left the compiler
  with an inconsistent internal state, as the initial code for
  the PERFORM statement referred to the label, which no longer
  existed.
  

Problem conclusion

• The compiler was fixed to remove references to the label when
  the code containing the label was removed.
